The Context

Track III · Government AI Governance Government AI deployment is accelerating across federal, state, and international bodies. The Albanian AI minister Diella has surfaced the governance gap that no existing framework addresses. The European AI Office is actively developing standards for AI systems in public roles. NIST is expected to release Q3 guidance on AI agent standards for federal procurement. The Government Constitutional AI track maps each of the seven pillars to public sector governance requirements: NIST AI Risk Management Framework, CISA guidance, FedRAMP alignment, federal acquisition regulation, GAO audit authority, and civil rights protections including Title VI and Section 508. The vendor transition governance checkpoint is Lunara's procurement innovation. Includes audit, certification, and ongoing institutional advisory tailored to your track. The Standard Every certification track is assessed against the same seven pillars of the Lunara Constitution. Each pillar has defined criteria, a verification mechanism, and a corresponding record in the public Shield registry. Track specific requirements map onto each pillar to provide industry relevant assessment. Legal entity identity is formally established and publicly accountable. The operational rules governing the AI system are documented and accessible. Any interaction initiated by an AI system discloses its institutional origin. Data handling policies are explicit, limited, and subject to accountability. Governance records are accessible to legitimate counterparties and regulators.
