The Context

Governance is no longer optional.
It is the procurement criterion.

Article 50 of the EU AI Act enters enforcement on August 2, 2026. US federal agencies have formally integrated autonomous AI agents into critical infrastructure. Enterprise procurement teams are now requiring governance documentation before any AI deployment is approved.

The question is no longer whether your AI is capable. The question is whether it can be governed, audited, and held accountable. Certified Constitutional AI is the credential that answers that question, formally and publicly.

Track I · Healthcare AI Governance

Constitutional certification for AI in clinical, diagnostic, and health operations roles.

Healthcare AI is classified as high risk under the EU AI Act. The Joint Commission is expanding AI scrutiny for accredited hospitals. The FDA has issued guidance on AI enabled medical devices. Health systems, digital health platforms, and clinical AI vendors are now operating in a regulatory environment where independent governance certification is rapidly becoming a procurement and accreditation requirement.

The Healthcare Constitutional AI track maps each of the seven pillars to healthcare specific compliance requirements. HIPAA alignment for Data Sovereignty. Clinical transparency standards for Transparency of Contact. Audit trail requirements for Audit Accessibility. Revocation protocols for AI systems operating in diagnostic or treatment advisory roles.

This track is designed for: hospital systems, digital health platforms, clinical AI vendors, health insurance AI operations, telemedicine platforms, and medical device manufacturers deploying AI components.

Track II · Financial Services AI Governance

Constitutional certification for AI in lending, payments, risk, and compliance roles.

Financial services AI operates under overlapping regulatory regimes. FINRA 2026 GenAI Governance demands robust AI oversight. The CFPB is scrutinizing algorithmic decisioning in lending. Federal banking regulators have issued guidance on model risk management for AI systems. The EU AI Act classifies credit scoring and insurance pricing AI as high risk.

The Financial Services Constitutional AI track maps each of the seven pillars to financial compliance requirements. Model risk management alignment for Declared Governance Framework. Fair lending transparency for Transparency of Contact. Data residency and cross border data flow compliance for Data Sovereignty. Regulator access protocols for Audit Accessibility.

This track is designed for: banks and credit unions, fintech platforms, insurance AI providers, payment processors, wealth management platforms, regtech companies, and lending marketplaces.

Constitutional certification for AI in public sector and institutional roles.

Government AI deployment is accelerating across federal, state, and international bodies. The Albanian AI minister Diella has surfaced the governance gap that no existing framework addresses. The European AI Office is actively developing standards for AI systems in public roles. NIST is expected to release Q3 guidance on AI agent standards for federal procurement.

The Government Constitutional AI track maps each of the seven pillars to public sector governance requirements: NIST AI Risk Management Framework, CISA guidance, FedRAMP alignment, federal acquisition regulation, GAO audit authority, and civil rights protections including Title VI and Section 508.

The vendor transition governance checkpoint is Lunara's procurement innovation. When 68% of agencies plan to switch AI vendors, a constitutional governance framework ensures the standard persists across transitions. The implementation changes. The governance does not.
