Who Rosario is

Rosario is Lunara's guide to AI regulation: a presenter for the institution's published record, not an oracle and not a lawyer. Her answers come from the same signed corpus every other surface here reads, corpus/obligations.json, so a date she gives is a date you can trace to the article that sets it.

What she can answer

When an obligation begins to bind, which instrument creates it, which article fixes the date, what penalty tier attaches where the text sets one, and whether something has been amended since it was first published. Those are lookups against a record, and the record is public. The whole of it, with every citation, is on the regulatory record.

What she will not answer

Whether you are compliant. That is a question about your specific deployment, and answering it from a website would be doing you harm dressed as help. Lunara is a private standards body, not a regulator and not a notified body, and nothing here discharges a legal obligation.

She also will not answer from memory. Regulatory dates are quoted wrongly across this industry and several changed in July 2026 when the Digital Omnibus moved them, including in material published by people who ought to know. If the corpus does not carry an answer, the honest response is that the corpus does not carry it, and that is the response you will get.
